My Aadhar Card: Aadhaar is a 12 digit personal identification number issued by the Unique Identification Authority of India on behalf of the Government of India. The number serves as a proof of identity and address anywhere in India. The Aadhaar system provides single-source offline/online identity verification across the country for residents. Once the residents enrol, they can use their Aadhaar number to authenticate and establish their identity using electronic means or through offline verification, as the case may be. In a decision of the Supreme Court of India, the apex court has made it clear that the Aadhaar card cannot be made mandatory by the Government of India yet. Aadhaar is a universal number, and agencies and services can access the Central Unique Identity Database from anywhere in the country to authenticate the identity of the beneficiary by availing authentication services.

Aadhaar Enrollment

  • The Aadhaar enrollment process involves visiting an enrollment centre, filling out enrollment forms, obtaining demographic and biometric data, and submitting identity and address documents before collecting an acknowledgement slip containing the enrollment ID. The salient features of Aadhaar Enrollment are:
  • Aadhaar enrollment is free.
  • You can visit any authorized Aadhaar Enrollment Center anywhere in India with your proof of identity and proof of address
  • The UIDAI process accepts a wide range of POI (Proof of Identity) and POA (Proof of Address) documents. See a list of supporting documents. Common proofs of identity and address are election photo identity card, ration card, passport and driving license.
  • Photo ID cards like PAN cards and government ID cards are allowed for identity proof. Address proof documents also include water-electricity-landline telephone bills for the last three months.
  • In case you do not have the above general proofs, an identity certificate issued by a Gazetted Officer or Tehsildar / Gram Panchayat Pramukh or Mukhiya or its equivalent authority (for rural areas) / Superintendent / Warden / Matron / Head of the Institution Enrollment / Recognized Shelter Home or Orphanage etc. MP or MLA or MLC or Municipal Councilor are also accepted as POI on UIDAI standard certificate format prescribed by UIDAI for updating.

Few More Steps

  • Certificate of Address issued by Gazetted Officer or Tehsildar / Gram Panchayat Pradhan or Mukhiya or its equivalent authority (for rural areas) / Superintendent / Warden / Matron / Head of Institution of recognized shelter homes or orphanages etc. / MP or MLA or MLC OR Municipal Councilor is also accepted as valid POA on UIDAI standard certificate format prescribed by UIDAI for enrollment/update.
  • Even if someone in the family does not have valid personal documents, the resident can still enrol if his/her name is present in the family entitlement document. In this case, the head of the family must first be enrolled in the eligibility document along with valid POI and POA documents. But the head of the family can introduce other members of the family at the time of enrollment. UIDAI accepts multiple document types as proof of relationship. Please refer to the list of supporting documents.
  • Where no documents are available, residents can also take the help of the Introducers available at the Enrollment Centre. Introducers are notified by the Registrar. For further details please contact the concerned Registrar’s Office.

In short, there are three approaches to enrollment:

Based on Document

  • Submission of a valid Proof of Identity (POI) document and a valid Proof of Address (POA) document
  • Also, the head of the family (half) based
  • The Head of the Family (HOF) can introduce family members through documents that establish a Proof of Relationship (POR).

Introduction-Based

  • In the absence of a valid Proof of Identity (POI) document and a valid Proof of Address (POA) document, the service of the introducer can be availed. So the Introducer is a person appointed by the Registrar and should have a valid Aadhaar Number.
  • At the enrollment centre, please fill in your personal details in the enrollment form. Your photograph, fingerprint and iris scan will also be taken as a part of enrollment. You can review the details provided by you and make corrections during enrollment itself. You will get an acknowledgement slip which will contain the enrollment number and other details during enrollment. Any correction in enrollment data can be done within 96 hours of enrollment by visiting the enrollment centre along with the acknowledgement slip.

Capturing Demographic and Biometric Information

  • You need to enrol only once, as multiple enrolments will result in rejections unless it is advised by UIDAI.
  • But the waiting time for Aadhaar may vary from 60-90 days after receipt of resident data packets in CIDR.

Where to Enrol

Enrolment in all the states/UTs is being covered by UIDAI and the Office of the Registrar General of India (RGI). So Aadhaar Enrolment activities are being carried out exclusively by RGI along with the preparation of the National Population Register (NPR) in Assam and Meghalaya. Also, residents of all other states/UTs are required to enrol only at an Aadhaar Enrolment Centre/Aadhaar Camp or at any Permanent Enrolment Centre.
